good evening I would like to call this evening meeting of city of Baker School Board to order is there as a member of the public who wish to okay if there's a member of the public who wish to make a public comment regarding a particular matter in our upcoming public hearing meeting you all are welcome to see Miss Debbie over here and Atomic card at this time I would like to call the meeting to order notice of public hearing this is my first time doing a notice of public hearing so a public hearing will be held tonight at 6 p.m. we are to consider approval of the city of Baker School Board proposed operating budget for 2023 and 2024 music Stewart this is not our regular meeting yet this is just a public hearing for this proposed budget distance to it melon Fest in Mount vice president of the board if you have the proposed budget 4:20 23 2024 operating budget for part of the general fund debt Services special Revenue funds in does Yellow 5 make up 37% of the budget that service makes up 2% of the budget defect Revenue funds makes up 23% of the budget and then kept the project make the girls Barnes revenues we have three major sources of revenue the largest source of Revenue with your 49% your sales and use tax at 31% in your ad valorem tax at 17% give me a feed in the largest source of Revenue at 49% it's based upon your February one student enrollment in October of I told the ones we do another fish download in after we do now any other dresses that are made in October if you can roll it increases then your he will be adjusted accordingly in March of the following year addition 4 February one is calculated that 4000 and 14/5 $4,015 base for pupil amount and then you get different wait upon. amount for economically disadvantaged students is 22% Career Tech Ed that's another 6% and exceptional student services for Dustin l150 4 cents a gifted and talented 60% and then we get CDL front that's the Career Development Fund for 25,000 and then supper and they're the allocations for dual enrollment at 34930. Craig I saw him somewhere earlier he actually work with me yeah there any information on what it was going to cost walking through the school Gathering information on Miss Bailey helps I'm on the the grant side of it on submitting the grant to the state I'm in my missing anybody Miss Stewart help as well thank you I just want to see if the school board member I thank you all for that because that's their five-year Grant no 23025 until the way that it works so we were originally approved for the grant back and I think April May think it was made when we finally got approval and then you go through a budget detail process with the state and so we actually went through about two months of gathering the budget information submitting it to the I'm at was approved about a week and a half ago or so whose baby you remember two weeks ago maybe appreciate that no I do on the security that the changes we're making that's going to the Grinch oh that's on the effort that's the so there's two things the answer is covering the replacement of the doors at Baker High School Middle School and Baker height replacing doors at Parkridge and the window as well do doors and windows are covered under the SR Monte's the remodeling of the entrances into a single point of entry the security cameras additional security cameras warning buzzers on the doors cameras at the new high school all that will be covered under the grant very good any other questions board members okay if there are no other questions not just want to add is now that as you know security and safety in school and schools is a huge deal and based upon that we just want to make sure that our children are protected our staff out principals and teachers protective and so we are so grateful for this grant that we can do that so at this time I would like to do I close this meeting out one of them order okay I would like to close out our public hearing and do I need a motion to close it up okay I need a motion to close this public hearing and a second I motion to close the public hearing we have a motion by is his prophet and a second by Miss Butler to close the public hearing now get a vote from Miss Perkins yes Jesus cross yes yes yes and Missus Joseph Public hearing has been closed out by the shore V previously her we now will begin our regular scheduled city of baker school board meeting I would like to call to order this meeting good evening if there is a member of the public who would like to make a public comment regarding a particular agenda item we ask that you request the comment card from is it on the stereo raise your hand and submit your comment to her and she will bring it to the platform please be mindful that we will allow only two minutes for each comment in order to give everyone who would like to make a an opportunity to we will now have roll call is it parking this is profit if this is Joseph Miss Butler here and mrs. Tony Jackson thank you thank you you might as well stay up here councilwoman Brenda Jackson was also break the temperature in Jackson very good well done well done I tell you that was a great events and for the community the way the community came out and reported it was really wonderful any other school board members before I move on okay alright I would like to get a motion now for the approval of the agenda motion to approve the agenda I make a motion to approve the agenda and I got a second I've received the first and ask the board will now vote mrs. Perkins is the prophet yes this is Joseph is Butler give a virgin yes the Motions hearing the public May Now comments on these action items and you're limited to two minutes per individual consideration and approval of minutes from school board meeting of all the Spurs and special school board and special meeting of August 7th are there any public comments regarding the consideration and the approval of minutes from a special board meeting August 7th 2023 you can't are there any board member comment I have a question those who are they if we're going to vote on them I wasn't at a special meeting so I wouldn't be able to do that so we need to do a separate a point of order who who now the minister here we have two separate in it Two Step results already any other board members with any other okay hearing that there are no more questions from board mate has members all the public I would like to get a motion for minutes for meeting of all the first I motioned the consideration and approval of the minutes for the school board meeting August 1st and 2nd I have a first and a second for the school board for meeting August 1st Memphis Perkins yes this is Joseph Butler and this is Burgess yes I would like to get a motion for are the special meeting August 7th I need a motion to motion the special meeting for August 2nd 2023 I got a second Lodi have a motion and a second mrs. Perkins yes is a prophet yes is it Joseph you can still vote Yes or no what is your fault okay Miss Butler yes and this is Burgess yes the motion carries consideration and approve a property insurance for August 31st 2023 through August 31st 2024 and I think we have a representative here to talk further about that and would you please sir just kind of just explain to our audience and I'm sure everybody knows this but just two for the record exactly what does property insurance mean as it relates to the city of Bakersfield the system and the properties that will be insured thank you get us one question the second question would be how long has your company been with us oh okay call with Arthur J Gallagher and we have ensured the school system since Inception relationship your your property coverage covers all of the districts building and content based on a statement of values we have a list of locations of square footage of the buildings in a value associated with that square footage to ensure that you are properly covered in the event of a hurricane wind storm or maybe a fire you do have in this particular year we got do take a look or insurance companies looked at the value of the building and made some recommendations for increase our current program or program that we had last year we had approximately 40 million in building values insured across all of your campuses in the administrative building insurance carriers one of their crib I think that they're looking at in this particular year as the market as we have more disasters increasing cost of reconstruction or the value of building they did take a look at your picture locate and suggested I recommended a minimum increase to $150 a square foot for your mace rebuilding $125 a square foot on building set metal construction and anything frame $75 per square foot and well that that is a good number. It did increase the value of building in 40 million the roughly 54 million you're increasing premium from last year to this year but notice I have three columns in the sheet that I if I take if I take your existing insurance rate $400 of value and associated with the new value 54 million that's the center column you can see that the increase those from a premium increase of 457000 to 600 15 as an estimate but your renewal pricing was actually in the third column 602000 so your your rate actually decreased a little bit because the school system chose to increase the value of their bill so we actually saved a little bit now most of our insurance carriers you'll notice at the bottom just noted that your your Windstorm percentage did increase your deductible but because any any large Windstorm event is typically associated with FEMA paid the deductible for so that the school actually is taking care of that matter you from a from a deductible standpoint all other deductibles remain the same as they were last year so you're really looking at the change this year's is based on value and the increase of your building and so should something happen your attic currently insured in the event of a lot hey so to be clear you said that because of the new construction that there will be some measure of increase Behringer right yes Baker High School we are covering the existing building that are being renovated or on campus that may have a roof of a replacement your contractor is covering all of the additions to the campus the new building Etc when that contract is complete we will then move that to your statement of values and we'll probably have another increase as a result of that but what about the 2016 do we have you all at that time as well a claim on the flood I'm not sure what was paid out how much was paid out on that. Have to take a look at a loss run on that need to see that again FEMA funding is as a result of that and I don't know the exact amount you're covered Hurricane Fire wind damage wind damage if it's a hurricane named storm be covered for that if it's a just a wind event you're covered for that if it's a fire event you're covered for that van or or even theft is included in the property. Vistaprint the roof Baker High School there's some discrepancy as to last time last time you were here when you took a look at the roof and can you revisit that yes I think the roof was was replaced in 2008 the my in my point last time I was I misunderstood the group was originally replaced in 2001 and it was a suggestion Underwriters and inquired about replacing the roof with the new construction realize it was 2008 but typically they like to see buildings say within 10 to 15 years old after 15 years would like to see a roof replaced the majority of the wind storm damage play happens with all the routes where they you know either in some cases work put on properly and other cases of they are maybe past so useful life that's that's insurance companies have acquired about that particular building and when I told them that it was actually replaced in 2008 and they said well that's that's fun so they don't cover that room for this project yes they will it's cover now because it may not be Loft Cinema saying to architect shingles or whatever we had but I'm just asking a question myself not for the board is it possible and talk to whoever messes for is it possible that we could be able to get a metal roof put on the news instead of shingles again or I mean even if I don't know I don't know I didn't work but it's more of a construction question but I have seen that happen I've seen several of our school districts replace shingle roofs with a metal roof or standing seam roof which is which is actually stronger against Winston or the car yes ma'am time does the anytime that you have a a a new roof for updated roof that makes a difference I just recently met with Underwriters on another or it was a parish system and they had ultimately replaced 77% of their roofs as result of them Windstorm and the underwriters have committed even even greater capacity to their account on their roofs are very strong point with Underwriters and if you have an opportunity to update a roof fixed expense often I get it you have a budget and you have to work within that but those are always from a property Market standpoint but if it's top priority that's one of the first question is covered under this new construction I know out we'll have to take care of whatever building that we didn't do but the insurance company is taking care of the new construction Roofing we had the new construction to this pot it was pick it up your current contractor if you had a storm there tomorrow any work that the contract with did is covered by their Builders risk policy so you do have coverage right now on the construction we did speak with Stewart Enterprises and then indicated I've not seen the policy but you do have What's called the builders risk Nick takes care of any new construction they do on your side or dishes are renovations to your existing built like once they finish the construction of the new we had a just discussing at the last meeting about the roof or the insurance company where we covered up under you all yes what about the rules we wasn't covered by your policy on the left or yes it always has been is not covered but it's not new construction so the roof on building a he is covered under are already correct that might be metal roofing over those new buildings but I'm not positive okay but yeah we need to look into we need to look into their to try to see if the board agrees to try to get metal roofing and Eva on the ones that they didn't tell them what they should have told the host who redid everything I agree but we got to work with what we have right now so you probably could get a look into that and have to get the metal on the older as well okay that's what I needed to know thank you that whether it's metal or like a modified bitumen approved if if it's built to withstand the wind storm limit it'll hold up so that is a lot of schools now the schools are going with them Roofing and I think that will hold up even more than 10-15 years a metal roof thank you thank you any other question okay thank you are there any public comment regarding this agenda item any other school board member comment to hear no comments from the public or other school board members may I get emotion for the approval of the property insurance for August 31st 2023 through August 31st 2024 edsby approve approve property second second we have a motion by mrs. Perkins yes this is Prophet yes this is Joseph is Butler play the motion carries consideration and approval of the following contract for exceptional student Care number one contract with Empower physical therapy and wellness for Physical Therapy Services contract with step-by-step therapeutic and wellness for physical therapy services and contract with Mary Thibodeaux for a gifted flash talented and homebound teacher is there someone that could elaborate a little bit more on the talk about those or any of those people here tonight can you explain what each service is for the first contract with the power or Empower Physical Therapy will provide Physical Therapy Services for roughly 10 of our students who receive Physical Therapy according to their individual education plans this is Services how about by idea individuals Goldie's Education Act so the first contract is for Physical Therapy Services The second contract is for adapted PE Services told the different physical therapy this is where this is with a doctor Carter who would come in and provide those physical education service minutes to those students who require those minutes and in the last contract is with Mary Thibodaux gifted and talented and homebound teacher who I would contract with us to provide homebound minutes for those students are receiving homebound services and we're roughly have about seven of those students so typically in larger District you know District like East Baton Rouge they can they can afford to hire full-time people for these positions that smaller districts like us we just don't have enough students to cover the you know the cost of a full-time so we would contract that out on an as-needed basis some of the contract with step-by-step Hawk when he or she come out for the physical education for it and also on the number one with the physical therapist I know it's as needed but how often they usually come out and do we have the last year the individual education plan specifies usually specifies exactly how many minutes were required to provide that for a week I don't I don't know if we can you say that it's usually for most of the students is usually twice a week for 30 minutes for each session on the number 3 Mississippi do it stated that she was an occupational therapist actually the occupational therapist and the teacher no ma'am we we've already contracted with the occupational therapy company to provide those services you  me off homebound home around seven or eight students we get more homebound applicants each week I don't want to get expelled or do you just want physical disability or based on a doctor's recommendation and schools of noble committee meeting of the team as a side if it's best for the student to receive you buy struction at home they get their instruction through Google classroom and then the homebound teacher checks in with the students weekly for about an hour to make sure the students on track and see if the soon as using the extra assistance alright one more thing do anyone with the school board follow up on this make sure to my job any other questions or members alright thank you so much do we have to do a motion on each one of these three together what if I like doing all three together all three together one two three for the approval of exceptional student services ocean consideration and approval for the following contracts and except for exceptional student services okay did your mom again okay we have a motion for the following contract with Empower physical therapy and wellness for Physical Therapy Services contract with step-by-step therapeutic and wellness and physical therapy S Services and contract with Mary Thibodeau homebound teacher we have this motion by Ms Butler and a second by musics Perkins seconds on this is Joseph I thought you said you had to alrighty thank you the second time this is Joseph we will now call for the vote mrs. They'll be a one-year extension providing the services or acceptable you know or likable and all terms of the contract or agreed upon by the parties meaning the the contract bid amount would have to stay the same all participating vendors were invited to visit to for the actual cuttable you're a square footage before submitting proposals and so we receive for proposes Rotella consultant MCC Landscaping corporate green DVA green season and robillard LLC based on the best responses points for according to the Rubik's scale 4 and 88 and they had a price of $100,778.38 hello coz. Can I get you guys the police band thank you this will be our first year pending board approval again that we will be doing business consultant who has over 45 years in business they have over 1200 Kawaii they cut several school districts here in Baton Rouge including abrsm Pro and universities as well they have many many clientele that they if you guys have any questions I do more or less just trying to figure something out when Grass Grows between June and August is when you're not cutting grass correct because the contractor I understand it's from Timber to June unless you don't decide to do that one-year extension if you're satisfied with their services after June 30th 2024 they can get a one-year extension that's remarkable okay all right I like that do you like lizards from September you around and then come back in June and take a look at you guys again and it's the extended guess we'll do it so if we decide that the previous year probably in May request failed again when there when the two years were up a good job mr. Congratulations and don't let this be the last meeting you come to come back and I'll write it. that's me not her all right information items mr. shoulder you have Personnel report attached so you can look over that and ask questions about that after the meet if you have questions you want to introduce Miss McClain you want answered is the LSU attendance folks I'm going to let Miss McClain do it because Miss McClain was actually the one that that track this program down good evening everyone I actually know that doctor Marie is supposed to be here at 6 if you would come up for me please so it is a big thing everywhere and so what we've decided is not only to concentrate on truancy but also concentrate on chronic absenteeism the difference between the two is one concentrate only on what unexcused where is the other concentrate on unexcused and excused absences and what happens with that is that if you're out of school you're out of school it doesn't matter if your unexcused are excused what was going on so what we can do with this as we can also have data and we can build from there so I'm because they are the professionals that are have come here to help us with that and train our district I'm going to let this Wayne good evening I'm Judith Rhodes I'm the director of the social research and evaluation center at LSU Madam president and board members were really honored to opportunity to work with you all in your school's Treasures to we have been working with the Department of Education for the last 3 years and chronic absenteeism so we started in covid when you know why kids didn't come to school so we work with that department and many districts across the state to promote good attendance we started and work with District child welfare and attendance agents and their officers across the state to promote good attendance engage families to put in practices that are going to help kids attend school and cannot do while in school so our third project and I think this is really wonderful that it's at no cost to Baker School System this is a project that's going to be paid for by the Department of Education and your sister act was really selected to be a demonstration project for the state so we're really excited to be working with all of you so I'm going to pitch this to my Ali A Doctor Queen Mary Hotel little bit more about what's going to be happening this dr. Rhodes I'm dr. Glenn Murray and I'm really grateful to be here tonight as well thank you to the board was just rotor and some to miss McClain so as my colleague and director dr. Judith Rhodes was just saying this is the third round of work that we've been doing with the Department of Education starting in 2021 the last version of this that we did he were working with toy different parishes and some of the learning that came out of that was that we have an amazing set of resources that we've created in partnership with the Department of Education and we wanted to see what it looks like to be supporting members of your community leaders in mental health providers in your schools to be able to provide interventions to students and families on a more localized level I think it's important to clarify there are two main things that we're proposing to do the first is to build up school strategies and intervention shifting away from punitive consequences for absenteeism and working more towards proactive solutions to understanding the needs of students and families that prevent positive attendance culture the second piece of the work that we want to do is with families and communities and working on parent engagement we know that neither of us lives in your community and the people who are really going to help to turn around ascendants culture and positive attendance. are you the stakeholders still working with you to build capacity to be able to provide attendance intervention doctor Rose said you were hand-selected by the coordinator for child welfare and attendance at ldoe and we will be working in partnership with Nick McClain and doctor stroder and school principals to come up with a tiered approach to supporting students the family then getting them back in school and I think that all of the critical information the timeline is the 23/24 leader so this is a regular time really the board should be reviewing policies that every board meeting at the critical part of your function as a board is to review policies we just adopted a bunch of policies at the last meeting was my forethought based on changes of state code typically the way I handle policies I like to put it on as an information item up for a board meeting let the board look at it discuss it and I'll come back for a second board meeting where the boy take action on it so the policy of is attached to this to this information item is policy before officers of the board in your packet you have two items you have our current policy and then you also have the Louisiana revised statutes annotated 17-15. 54 and there's a these two policies do not match so if you look at state code City or Parish School Board shall elect from among its members the president and the vice president and fix the terms of office not to exceed four years our current policy language is different than that and I think what I'm recommending is the board to take a look at that to strike the language that does not match state code but I would recommend that you leave the election to president and vice president on a yearly basis and so that way know if you're if you're electing amount of yearly basis anyway you don't really have to wait four years according to the state code I meant I'd like to speak to dr. Marie and Doctor Rose I'm really excited that you all are coming on board with us before I retired I actually work with this program Shaun and sheep make miss you something but you assured me that she wouldn't listen and thank you so much hey anything else board members any other comments if there are no other comment our next meeting will be held on let me say something first I would like to thank everyone who came out tonight for this meeting and I also would like to say I'm so tired of negativity to me with this if you got something negative to say about this board a baker don't bring it to me we have to work together we're trying to make a change for the students not us and I understand it's a lot needs to be done believe me the school's the witness the everything but it's going to take time we trying to get one two three things you can't do everything at one time and something else and just give us time to try to work with us if you was bringing negativity every time we have a meeting it's nothing but negativity what people are saying in the streets ghetto neighborhood neighborhood starting to like this years ago 3 years ago 4 years ago not everything is complain if you can't bring nothing I was saying it's time for change as a community as a school system and as a board and as a group thank you I agree with you okay as I said I would next school board meeting will give me I'm sorry I'm sorry ma'am I'll we have to stick with a genda item if there's something you want to talk about the house when you put it on the next meeting and it can be discussed at that time or you can email us and maybe get some Google talk talk to you after the talk to you after the meeting because that could have been said I guess you didn't know when it was her oh okay okay thank you man thank you but we will address it for you here there no more comments that can be made at this time we're about to adjourn I'll next to board meeting with the October 3rd 2023 at 6 p.m. 2nd Timothy hold it so one of them one of the things that I have we've done monitored closely as a superintendent has enrollment because he have to count dates one in October and one in February that determine your mfp funding so I follow enrollment pretty close so what I've prepared in your packet this kind of history of enrollment all the way back to 2010 and there's two columns I want you to pay attention to hear this Jake campus total column right here that's the actual number of students that are in Hurst an information system so typically when students come back to school or families when we start school again there's always students and families that are unaccounted for like we just don't hear from him when those are considered no-shows and so most districts typically drop no-shows after 10 consecutive days of absence with no communication to the school and if the state and they're in the state enrollment count they look at it at 10 play look at absences and if they see students with more than 10 consecutive absences they dropped those students from your account anyway so what I did was went back and looked at the total number of students in jcampus and then the total number of no-shows so any students that had over 10 consecutive days of absence included in that and so the actual total or is your no-shows subtracted from your jcampus total so you can see the since 2010 and that's the last day that we have a 2010 because I think the district changed student information systems and that year so I only have the information from Jay campus so all the way back. 2010 you can see the increase or decrease in student enrollment there was two large decreases 1 + 2014 + 1 + 2020 which of the Cove in the air over 200 students lost in both of those years what I do want to know is the current year there's only been two years where enrollment is actually grown and that that was as of August 29th that Matt was 2016 the district was up 13 students and this year August 29th 2023 we are up 72 students from the previous year so that's pretty significant I have several questions that I'd like to have answered that I'll next meeting one is how many payroll Let It Snow long on pain lead are we foolish there how many employees do we have working on and not certified and how much did it without insurance increase by adding stewarding compliment as a rider who is the who is the custodian of Records if I looked on the computer and I didn't find it and what is the law of statue regarding how may days to wait.
