good evening everybody like us to pause for a few minutes to think about this honorable day the commemoration of 9/11 the words that I'm about to speak to you are not my words but they are words that I would say we remember and we will never forget the nearly 3,000 beautiful eyes taken from us so could 184 men women and children the youngest just being three years old we honor the courage of those who put themselves In Harm's Way to serve people they never knew I'll fire departments are police departments and volunteers but mostly the families and the loved ones they remain in our hearts today may God watch over these faithful family and protecting and may God bless forever the United States of America would you buy your hats Lord we thank you so thank you Father that you are with us every step of the way we pray that your blessing with me up on those families that we just finished speaking about have you would wrap your arms around them and let them know that you love them Father we honor you and we can't do anything without your presence and without I pray for every school board member father our interim superintendent and for the visitors attending this meeting let us all do what is right and let us all do what is good we give you honor and I would like to ask mr. stroder to lead us in pledge allegiance the Republic for which it stands one nation under God thank you for your kind of tension once again good evening I would like to call today's meeting of the city of Baker School Board to order if there's a member of the public who would like to make a public comment regarding a particular agenda item we ask that you request a comment card from is Dido who stated here she will give you a comment card at that point you filled it out and she will bring it to the podium please be mindful that we will only allow two minutes for each comment in order to give everyone an opportunity to speak I will now call Road Mrs Burgess here miss Butler mrs. Joseph mrs. profit and mrs. Perkins beer thank you board members for attending this special meeting tonight we have a core and we will proceed with tonight's agenda once again I welcome the visitors thank you all for coming as I said many times in the past your comments are welcomed some people think that they can comment and it's not the only agenda but in order to keep order and to keep things flowing we will only answer or pay attention to comments that on the agenda I definition to iron I would like to get an approval of the agenda may I have a motion to approve the agenda I make a motion to approve the agenda the agenda has been motion by to approve the agenda rather has been motioned by Miss Butler and 2nd B mrs. Perkins I'm asking for the vote Yes mrs. profit if this is Joseph is Butler and business purchase yes the motion carries for the Google of the agenda but this agenda item coming up the public May comment and remember you are only allowed two minutes to comment the first agenda item is generation and approval to solicit bid to replace the roof for building a baker high school and I would like to ask just a Jason to come and give us just a more excellent and so that you'll be able to go back into the community and tell them exactly what Mr Jason had to say and why we are looking into our roof I'm Jason, project manager with a general contractor play as we have been working on building a with his existing building including me the gymnasium out of Baker High was discovered multiple roof leak and damage. Roofing & Metal. we just want to bring it to his attention and show and then see Jake he's got some pictures here we just got to kind of some recommendations from a roofing contractor it went through and did an inspection we gave a price that we do the building over there is no design we gave what it was a recommendation from the roofing contractor we feel that we need to get it would be Baker's best interest to get a third-party inspector and we can find an inspector for the manufacturer that is doing the rest of the roofing for minimal cost and they can give us exactly why and give us an outline once we have that we can turn around pricing pretty quickly and is j.t. has on this second item we could possibly come up with Alternatives it would be less expensive than total reason that we gave you a nickname I have a question regarding a I have a question in reference to what is who is recommendation for replacement group because if we and would have been done in the past of the week part of this email he's got here we had someone go out and check it so was an existing gravel roof which was something that was very calm and then I would say up until the 80s and they essentially took the gravel all had a roofing underneath they took that off and have over later so we were thinking the possible overlay of the existing room since it already has two layers in okay so that's what I need prayers to Patient on we need a new roof and there is there is a couple hours Coldwater the he may be able to correct can we can play coding on that roof and possibly get a 10 year warranty but it would not be to put a hold of her if you're going to get a 20 25 years old that's why I say that we need to get a third-party inspector so the darkness isn't on the school board or on the contractor somebody from the manufacturer comes out and says this is the process you need to do and will give you want it back okay my can you give a ballpark figure as to what it would cost to replace the roof at this particular time just a ballpark figure 1.2 1.3 million I think it's over six roofing material to get you to the current Spain Jason and did your subcontractor take a look at it to see if there's any way to patch those areas desperate you do and there's no way to patch him Dang if we get somebody else to look at it there's a possibility been patching and replacing some decking and being can get you possibly 10 year warranty the overlay coating it would be expensive and we get we don't have a price on that yet so the Board needs to know you know just depending on the cost if it's over 250,000 then we have to go out to sealed bid on the project unless you add it as a change order on construction project if it's less than 250,000 we just have to gather 3 quotes we don't have to go out the field did so you know if if you have to replace the roof you need to know that you're going to have to call beds to replace the roof you know and I guess we could talk to the attorney about the you know was it possible to conclude that is a change order even though it was not part of the original construction project with would have to go out to build yeah that's what I thought so I guess we just need to wait and see what comes back in terms of the patch and overlaid to see if we would need to build that out or just gather close yeah and I guess the part of that is whether or not you'll want to seek out a third parties other than just my roofing contractor like I said I have a contract with him in the beginning of the job that he was going to all the route that I took why do we get a third-party expect that from the manufacturer he can give us a written plan along with the warranty that y'all are going to have at the end of his lease so Brandon if if it just ends up being to remedy an issue that's already there kid that Ben then be part of the change order since it's not like we would have to engage an architect if we replace the roof correct I have a question it's evident that we need a new roof that's the bottom line that's my opinion I want to know she was denied boarding in my  can you ask specifically if the roof on it a building was covered in the insurance man said yes so what's the problem so building a is covered for any of the natural disasters I'm on any of our billing that's covered all the other roofs over there that are not building a that are new construction or covered by the builders insurance but our insurance still covered billing a m i reach out to the insurance agent to see you know because if the building's been unoccupied and this was just was caused by Hurricane Ida you know what it still be covered I have not heard back from him. Ferguson also called I think and left message and he is not return that call so we're still kind of trying to figure out if there's some way that insurance would cover building a conversation with let's do it she thinks the time frame past paper we're not going to cover it that's not what I asked you this Miss Stewart to say if it was either or any other storm that we might have had it's like a house when you come in at home or I mean not building a home but you don't know if you have those type of Damages until a storm come by or any type of hard rain is coming somewhere so have spell started what shouldn't be under I mean covered with cuz it might have been with Ida situation or any other bad rain that we had in that building the roof I'm sure it's well as always 1520 years old I think that's only a question of insurance is going to be able to go back to answer only answer that but I'm working to try to get in contact with but forgot to get an opinion from them on the roof I think you reached out they didn't tell me they weren't coming and our dark text didn't come here I knew he would how to restyle like it's just go to said he and I both have reached out to sweep I reach out twice and I'm not done response yet so those are the people so point of order attorney what do we do in a case like that okay so what do we do about insurance companies that we are covered by and they don't respond to her look for them and Miss Burgess has been reaching out to them and I know you probably can't say why they didn't answer but what do we do in a case like this what but he hasn't responded to that so would it would it be an RV set them to try to reach out to file a claim on it and just see what happens so question Jason the 1st storm that hit where you noticed it was that just rain or was that wind and rain both the last two events that we've had of course it's been driving for the last two raisins if we had were two and a half and 3 inches and then when you noticed it was after that that first storm that occurred two weeks ago maybe they call him saying about for it to be covered though it have to be up under a name hurricane or tornado or hurricane won't let Stewart do we typically reach out to mr. Bourgeois if we're going to file a claim or is that dumb through a different agency boozgeois money do we have towards the roof I can hear you sweet we have 500 we have 500,000 earmarked and has her money specifically for a roof is that all that we have for the root 500000 or you have additional funds in case we love it that's all we have it that's all that we having a grant so if you if it was going to cost more than that you probably have to pull that money out of Reserve okay so we do have Reserve funds because the logical thing at this point because it doesn't make sense to put millions of dollars up under a roof and leave the old roof old lady which I'm understanding from Jason the project manager that that's not a smart move in our correct try to patch it up and it's already been older laid twice correct and I'll give you a they would possibly give you a warranty this be a very short manager I think the best the best solution would be to replace the roof but we're talking about a time frame issue with the construction project what what would we need to do to not delay the construction project could we come back after the construction project and redo the roof or could we catch it in the meantime that we would have to hatch an egg wait that's for you and I would be minimal patching but something to protect this work is going to finish the drywall flooring everything is going so you have work that's going on that needs to go on in there right now any any delay on getting an answer on replacing the roof whether that be one month or two months B process that would be moved at a finished date for the project back that amount of time correct I have a question as well who am I do the new edition and I just wasn't in the how can you something new and a roof is not in this bed when you building a new building I mean this shouldn't even be falling back we shouldn't be discussing this because this should have been took care when I got ready to be the new school soon that roof everything should have been included in that for the money that they are spending you know so now they're putting us on the newborn I don't I don't think anybody's in this agreement are you talkin what actions of the previous board to it but we're not going to be able to go back and fix it we just have to face the issue that's in front of us right now but it's something you may have to just get a new roof I don't know I just don't sit with a 64 temporary and then five months later 4 months we still got to spend $100,500 to get a new roof put on it's kind of a surprise out of curiosity I remember when I first came on the board there were lots of questions that I had for the previous board as to the amount of money that was spent as relay check all of that and of course some of those lot of those questions are not answered but just to satisfy our curiosity maybe we can have just you know you can call the architect just to find out because he would be the one that's exactly right and he's the one that blew up the plane and we haven't even had the opportunity to talk to him he was here I don't remember. Jason excuse me I wasn't through asking him questions sorry Jasonville other question I have I just complete player because like I said we had an insurance man come up here and stand up for the longest last Tuesday and he was talking about replacing the roof doing this it was like he was just saying everything that he wanted people to hear and then when you call and he doesn't seem to call my thing is first complete and total clarity would you invest and put $1 and patching up a true and knowing that it has to be plate with a new route and all the work that is under a building made that has to be done and it's already been put off there if I'm not in this taking several months because nobody then I'm screwed decision by though his contract over the Baker High School that they have not done any work under beneath the week because we will continue to lose it abducted not to put $0.01 in cash and it up and talked about overlaying it in like you just said it's been done twice not once but twice and does that make any sense I agree I think so replace the roof I think the best option would be to get a third-party like you said gets that way y'all have a clear definition of what we're supposed to do and we know it question I'm not in this room later the board just needs to know that if if we do decide to replace the roof that it's going to move the Finish date of the project back two to three months so it will probably most likely be September or October of 2024 before it's finished that we can evaluate the schedule and show a better outline of that it may not not postpone it beyond the beginning of school that we can analysis I think we get send that out there everybody be out with you Stacy when I guess we'll be making a quick decision on soon as I can get price and making a quick do you want to move forward with this question for the attorney cut the board board go ahead and call for bids and then you know that is there a there's not any gear and there's not a promise to move forward with the project if you call for bids that's that way we would call for bids and if we decide yet we're going to go ahead and replace the roof we've at least got that done and out of the way it should be on the Mike he needs to go to the mic right because we I need to listen to this sometimes over and over and I'd like to have you answer the phone under a Publican scenario an invitation to bid for sales did the scope of work goes out contractors bid on it comes back you're looking for two things the most responsible type of things the most responsive responsible responsive means is they actually did the work that was suggested in the conference possible meanings as this contract completed jobs before in a responsible Manner and then you're looking for the lowest if all three conditions were a bit within the invitation said Carol is public body has to accept Network if it comes in over the estimated budget can you cancel this ball you still have the right answer this for other limited exceptions but they come back in within the scope of work fries everything else looking for not like a request for proposal beautiful positive decide you don't think this roof things they thought at the time that this one was in Fairly stable condition would have been viable closer but I'm not a chiropractor about an architectural engineer just recollection from several years ago on some of the conversations that when this started and then as we look forward to once we got to proposed contract documents architect this document prepared by Mani the price of structural materials and labor started borrowing facing so then we have to go into a value engineering scenario to start dialing back to school project so then once they value engineering project Factor budget tolerance that's how you ended up with her say that at a 3000 ft level is best or you would have thought that someone would have went up there on top of the roof before when they were doing the draw and expected to roof a real roof over who knew what they were doing because with the damage that has been assessed up there so it doesn't make it fortunately while the majority of you guys are looking at this as the new school this isn't a new construction project and so if you if you understand it as an extensive rehabilitation I don't think Jason would disagree with me on this guy sure you can do some physical inspection we can probably even do some measure of limited destructive testing the prime figure out if the existing structures of solid enough to where they don't require a complete replacement and because of the way that you seen those photos there that's a little bit more of a destructive fasting that would have ordinarily been done on a site inspection to figure it out whether or not the roofing place so when you start taking the old house and modernizing it into the new house you start feeling the proverbial layers of the onions back the onion back and you start to find this because there's things that you got to have a much larger contingency budget for you would in new construction because of lupus there's no anticipation of having to have a repair something that is already exists now that's not to say that we didn't have a contingency for the rehabilitation just some of these things are a little bit more body pillow and then you also dealing with me, me and it has construction prices swing from the feet or they just going back down and now this again so you're battling several different elements as this is Angel I just wish someone could have done more research because it seems like it wasn't much done before as you stay before they even started on the project but it wouldn't worry about it original design was in 2017 17 designation so Wisconsin play today okay any other questions Jason how long do you think it would take to have a third party come in and look at the book I would say within two weeks we have reach out to insurance and get some kind of response from insurance before we're going to be able to make a decision definitely I'll reach out to him again in the morning and and I'll just do it when you kept mentioning icbr this was an RFP did they do you know if that was an RFP hope project specifically there are some there's a difference in how the bill went out the other thing is that there are mandatory requirements and I don't know if anyone has looked at those and don't need to go back and look how the bid was submitted out and did it do we know that it didn't include what it didn't but we just saying somebody gets up here and say so it wasn't included but do you have that bid document in front of you looking at it then it's not included and we're going also and I don't know if it was an RV cuz we had multiple people that did it was more than just Stewart company and their prices were different so what does that include we all know that either so I would suggest that someone make sure that is not included in the bed that in any of it at all if they did not included that was a very poor assessments on their part because it's obvious even with the pictures that's not that old are with damages the building was very very old and it should have been accessed from the beginning if you were gone do that so I just think that the Board needs to do a little due diligence and get copies of the bed and let B let the project manager explained the bid to you thank you very much hey moving forward consideration and approval to solicit bids to replace the roof for building a Schroeder. attorney review that original RAV4 the original bid for the project but I think it's correct that when I look back at it I don't remember seeing a rough in there if you had checked it already wasn't in there open already cuz it should have been you said or what Public Works project a person is invitation Bob's Steak & Chop 3821 38.112 statute that travels invitations the original project was said out of their life and that's what we would have used an insurance contract fact okay alrighty then the next thank you mr. decuir the next agenda item consideration and approval to authorize the superintendent alternatives for repairing the roof at building ad and from what I understand about this agenda item it's basically alternative Apps for locating finances assist with so I think if you're going to if you're going to call for bids to replace the roof I don't know that you need number to because because number 22 was in case you did not want to do nothing one and then I would have to make some decisions about repairing or patching the roof but if the board's decision is to replace the roof I don't know that you need number to okay that sounds good do I need a motion point of order do I need a motion to extract this on the agenda okay I'm right like I said in and whatever our board members can do in our staff as a relates to finding grants for financially assisting with this roof building a with the great first order of business will be to find out if insurance going to cover anything on the agenda items from this agenda and then we're going to need a motion to amend we need that information at the margins in its borders just requesting more information from the insurer or correct information and Schroeder working with us we can then request that information from them and get that information to make a question I think the question is how to handle item number to do they need to remove it from the agenda or table it or just not vote on it what's the best course of action for that thank you for that board members I need to move the table thank you number orthodontic assistant for repairing the roof at building a to table this agenda item has been made by Miss Perkins and a second buy me a joke this is Parkin yes this is Prophet Joseph is Butler and Mrs Burgess yes the motion carries for the to table the consideration and approval to authorize superintendent approve alternatives for repairing the roof at build a building a thank you board member meeting and thank you for commenting the date of our next meeting is October 3rd at 6 p.m. I have a question and it's just for me to clarify clarify because I never heard how much is it for those Billboards to be up I don't think they're up anymore I think they run their course but that's that's probably a question that needs to come back cuz that is not on this agenda okay well like I said I was just asking so I can get that to you and I need an adjournment I need a motion to adjourn the 2nd we have a motion to adjourn by Miss Perkins and a second by Ms Butler thank you all for attending the motion carries have a great day that's what that's what I thought this was going.
