I would like to call tonight's meeting of the city of Baker School Board to order if there are any members of the public who would like to make a public comment regarding particular agenda item we ask that you request a comment card from Miss Dido who is seated here and submit your car to her with the agenda items you were to speak on please be mindful that we will allow two minutes for each comment in order to give everyone an opportunity to do so but before I call the roll I would like to bring your attention to the top of your agenda for quotes by Coretta Scott King it doesn't matter how strong your opinions off if you don't use your power for Paws change you are indeed part of the problem and I'm sure that we can all agree with that be quote or basically to inspire and to encourage you for Greater Works I will now call the roll mrs. School so I'm going to call for the vote mrs. parking know this is profit if this is Joseph this is Burgess yes Butler Miss Butler leather after the motion carries consideration and approval of change orders for the Baker High School construction project specifically talking about the roof are there any public comment regarding this question regarding this agenda item board members any questions explain it I received from Jason about four 4:30 this afternoon I think so basically the inspector when the inspector looked at the roof you took several floors is Greg here as well if you want to add any what he is recommending is doing an overlay over the top of that building after his inspection on that was the inspector from suprema we have had Insurance, look at but we have not heard anything back from insurance yet so I do not know the status of any claim on the roof but for the overlay for them to come in and put a new overlay over that roof it would be $753,249 and that is what the inspector is saying is needed to protect that roof other than that because it came in so late I don't have any information on you know how outside of that but that is going to be the cost of of repairing that so the project can move forward do you have any idea what the time frame is I know I did have a conversation with the insurance gentleman and it appeared that a claim defile yeah we did we did file a claim and insurance actually came in and looked at the the roof and as well as other things on a property that was that was damaged including the track the track and receive some damage from at that's well I met with him what what day was he here he was here Monday morning wasn't he last Monday morning and I haven't I haven't received anything back from him yet so you have no idea about what I time frame would be for the insurance claim I do not yeah I think you made me do we need to see talk to the insurance company we need to be getting in touch with insurance company on this because a overlay on a brat building know this this is not brand new filling at least they're saying that this was going to extend and expand the instructions check my 60 days they're not going to do any more work on that building until they can come in and lay the roofs over lay on that building we have from here is just going to have it at 60 days you have a conversation with the insurance gentleman and you said a claim has been filed write a brick saw with that plane being filed are they processing or are they considering or what he said he will get back to us and and give us a cost I guess if they find anything on the roof though. Tell us what they'll cover it up as well as the other areas outside of that I have received no information from him as far as what insurance will cover on the claim I can't tell you this if you go ahead and repair the roof you know insurance will reimburse you if they did find that that damage was caused but you know we could that will be reimbursed it's not dependent upon this getting done was that wind damage with a general came out to inspect the roof did they say what kind of I mean what damage was caused by wind damage or what there was some wind damage upon the gym portion of the roof I think he's just trying to determine how much is how much is roof damage and how much is a does it would be my guess it was my understanding the last time we discussed we all know that the roof needs to be done and that it would be less if we did this so my question is what are we considering now so I will say this is this is half of what they thought it was originally they thought it was going to be 1.5 million there about 1.3 or 1.5 you remember miss one point three and then I think three hundred thousand for the auditorium roof so it was a total 125 for the two roofs and I can tell you that we have set some money aside and sr3 so sr3 is the last but the last money we're receiving from the Fed government for covid related money's those monies will not expire until September 2024 so we do have a half a million set aside and sr3 specifically for the roof at the high school and I can probably go by again and rewrite another quarter of a million in that Grant would have to pull some other things out but there's another quarter of a million there I think we could probably get that roof cover just under the sr3 budget yeah okay but you said that whatever we do. Glad if we are on tonight that the insurance company going to repay that money go back into the estefano go back until that's correct I have a question in reference to and I think I've mentioned this in the past whenever we have a change order anything we need to have the project manager or someone if we have any questions because like I said we're dealing with this kind of money we need to make sure that we get all the correct information and we need to have the people involved in these decisions at coming up with quote we need to have them on the premises of these board meeting to be able to answer all the questions that they received all we can do is invite them I'm paying these people and if they're not going to come then we need to do something else that's question you turn he's going to have to answer that you know that they want them will be here and I said all we can do is invite them we didn't even get this quote until 4:30 this afternoon so I was not expecting them to be able to chill out tonight because they gave us a little late but in the future they will have to like Miss Perkins said we were I need them to be here to answer any questions so we could get on one Accord we would know because the insurance company the general stayed here was set up and it makes sense that he needs to be here to answer some questions too but okay we don't vote on this though at least you don't know that you want to come I guess my question is thing that the gentleman and he said that we could file a claim so that has been answer so being that we have filed a claim are they in communication consideration approval of the claim is that the discussion with the insurance company we file the claim and then he has a. Of time where he evaluates all of the information that he has on the roof and we will issue a response to the claim we have not received a question should be what is that. And I know when I had a conversation with him we had already filed and I was about 2 weeks ago the brush to ask him and I will definitely reach out to him and ask him what is that. Of time because you said earlier that it's going to delay the project thank you wanted to the project by 60 days the proposed date for the school initially I believe was March 2024 and delay it again by June on May 4th already June so it's if I'm reading this correctly I'm assuming it says 60 days extension that would push it back to probably August and the longer we and the longer we wait the longer that are our kid will not be in school yet so that's what they need to feel they need him until you the butler is not the insurance agent that we file the claim. the the insurance claim gentleman did not even know who Butler visualize it was so that's that's a separate company that comes in to do the claim we we need as board members this is what I would like to that we get that person's contact information and each of us give them a call what is that we need to put Lotto. I mean what's inadequate I mean unethical about doing that or are we just spinning our Wheels here because you know we've we represent our community and we want our school built and these delays that we have that we are in the fog about I just kind of and I know this is a double statement just kind of confusing with respect to the inch generally that would be handled by the superintendent who would reach out to and coordinate with insurance agent and then ultimately to the adjuster assigned to the five it's if you have six different people down in the superintendent five board members each reaching out to of it it's going to be a bit difficult for him to go if he responds the one has he responded to haul it doesn't need to entertain six different phone I was actually the job superintendent when the insurance claims are or files in this manner once it comes time to acceptance of the plane dollar amount paid on the phone that is been required to support action then that's it for me information and still processing claim will be presented to the board for them to ultimately decide is if this is the proper amount acceptable to her or to possibly for the underpayments right now I'm just a couple of logistical steps of just bored they needed in person to that your insurer has a. Of time by contract to evaluate I want these. play me then typically has to make some measure of a response to you on the phone commercial policy 6290 and I understand that and I do we're definitely going to encourage mr. stroder to push that simply because you know this is to us this is not any and to an insurance company been this could just be business of the day gives me his usual up to us this is because you know that approval of this change order is not really depending upon the insurance claim that that that would be that would be handled separately from from this and so you know if if we decided we need you we need to recover more money than that will be handled separately from this but this this has to go regardless of what insurance does or does not do okay now this is for the auditorium and the other building just for building building a volcano do we get another quote that is this do we get another phone with someone else or just to say this the contractor that's doing it right would we have mixed with a contractor Home lyrics thank you Mister Clear a few public comment councilwoman done have to come to the mic for the record I just want the ex did you all get more quotes or you just I want folk this is coming as a change order so it just comes as a change order on a construction project so you don't get there more than one quote read the rights my question more specific to the architect who actually do these plans and not giving up complete assessment of the roof this bid was just awarded last year so it isn't like we going back to the fluid time or anything like that this be is only a year old so did he not take into consideration that the building need a roof and that should have been a part of the original did and not the not us trying to scrape money or identify these issues that's only a year ago he should have known that and the fact that you're paying an architect and a project manager that never shows up there should be some stipulation and did for a liquidated damages and he needs to be assessed some charges or provide better Services because although you're here on the board making these decisions it is the citizens who pay these tax dollars paper that's so we need to either give him something in writing and let him know that we expect better from them because this is just totally totally sad that a roof that's major and that this architect who's in the business of designing buildings and we are here trying to pay figure out what his roof should be and we shouldn't be having to deal with the insurance or anybody else he's had that in his bed thank you mister Clayton Morrison Amber you have two minutes and it must be on this particular agenda item so and our September 11th meeting you said that the estimate is 1.3 million dollars to replace the rear and that it would be a SBS rule would be the new world I heard earlier stopping by and over like internet meeting September 11th to talk about doing it over like the best thing replacement now we saying spend seven $707,000 for a repay I'm confused go back to the minutes of the September left leaving that's what we talked about replacement and I think we all confused because of the fact that we did discuss last meeting a new route and that's why the project manager needs to be here for us to ask questions and not showing up at a meeting and I don't care what time is it in Dublin both to the board you know because it's unprofessional you just shoot from the hip and green stuff at the last minute and I have mentioned that the times in the past don't bring issues or concerns. David Grisby and so I just wanted to give her a chance to introduce herself and kind of talk about some of the things that she is looking to accomplish in the district good afternoon everyone thank you for having this afternoon I'll president Burgess and the board members and all stay cold as Mr Crowther said my name is Kym Johnson I am the new HR director position to visit support as well I did want to just take a couple of minutes not much of your time this afternoon just to kind of talk about my background so I'm coming to you all at the city of baker school system from I-10 year career as an elementary school principal one of the reasons that I chose to come to bathe I currently the school that I was principal of I was the principal of a school that looks much like the demographics of the kids that were teaching and get stupid I was the principal of a school where over. populations with minority over 98% of my students were free and reduced and over 70% of my students by the state definition were considered home so in that 10-year career I will never give myself any credit I had an amazing staff I have people that showed up to work everyday and he's never made an excuse faysal where I stood up and through those my staff was able to help my student makes great success in the areas of academics areas of discipline we've received National recognition for a mentorship program and some recognition for our technology integration into our school so when I was looking for my next phase of my career Baker was just thinking since it was a place that I felt like been here a ago where I heard people say will you know what is wrong you know they don't have any parents before but we were able to assemble a team of people and you're going to keep hearing me say so that the principal alone I did none of that we work and work and work and really ensure that we gave his children a quality education so before I kind of talk to you about the state of where we are in K5 I did think before speaking to anyone you needed to know who I was and you know as my grandma said where I can't take up much of your time but I recent and one of the things I do to Baker Heights was I showed everybody in the wrong this picture and this picture is a picture of my grandmother's home in my this picture represents the why I show up but why why I come to work every day I have seven first cousin I did not find a reason to stay in school so every day I would go to work I would remember the faces of my seven first cousins who could not find a reason to stay engaged in a public school and so when I go into classrooms and I hope the pink when I talk to Paris I see all of their pain and I understand that the one thing that makes us all equal in this great United States of America is it is the only equalizer that is so I told you my background I'm kind of told you my wife and then that led into my philosophy which is ever can you can learn because education I repeat is the great equalizer like what am I going to do to help you know we were successful here as a principal but what are you going to be so effective lives of these babies and sure they have an equal opportunity as to accept so I decided to give myself a goal no one leave your ride to go for myself but I feel like without a vision you fresh you can get in the car and don't have a destination right so with that my goal in my role as K5 Sport and HR is one of the most simplest and goals you can meet I want to ensure that teachers can be effective and as a result of that I want to be sure that our babies going to Quality 1 ft the width at the first part of my goal in my role as HR is we have to have our classroom. So as of with exception of one teaching position we are fully staffed in the city of Bakersfield my goal however is not to be 99% if we going to work on Friday babies we need to make sure we are hundred percent that I'm so we are actively interviewing for that one position in my first two weeks on this job I also wanted to make sure that because I'm coming from a roll of a I understand how hard the job right I wanted to meet with our principles one-on-one and have intimate conversations with them about what are your need yeah you we maybe 100% of Staff but are you have in your school that's me as HR Director to help you took a feel in addition to finding out if they needed any help with hiring I also had a very good conversation with me Sugar Bowl you know there were times that when the budget The District budget did not allow for me to always hire someone and I had to get real creative in my tenure and start really leveraging some of the talent in people in my building side note I turned three paraprofessionals into full-fledged teachers and let 3pc of presidents are now full-time teaching sometimes speed in people courage it out of them and feed them to the finish line so those are the things that I've been talkin about principles and our conversation two things it come up that we were able to dress of the actual more support with cleaning their schools we've been able to give them some additional part-time staff at one particular situation we did find that the numbers for one teacher was just way too hot so with mistress another teacher long-term as I mentioned we want to also just continue to work for that princess to make sure they are leveraging the talent and they're built so enormous of my role as the HR is another student center piece is the c-word certification okay it is important that once again about the disc that we recruit the top talent and ensure that our teachers are certified we currently have about 55 teachers of those we have about five of them that they are certified and those numbers look a little different if you can give him some additional numbers are in the process what do I like last week I spent their credentials and there was two teachers who didn't even realize they were eligible to be certified so through that audit we were able to find people that didn't even realize they can be certified and now we have about 25 staff members out of our 55 that are certified but that's not we don't want to 45 are in goal is to at least get to 65 certify so one of the things mr. Schroeder asked me to talk about tonight was okay dr. And that sounds good but you know how many people been trying to get teachers to be so what is the city of Baker schools what is our plan of action to ensure that our teachers are certified well the first thing I did was I figured we needed to establish a two-way partnership right Stout to Sullivan University because I've been watching their commencement exercises I've been watching your numbers and the number of adults that they are graduating from their College of Education if you seen recently number of teachers that are uncertain of a Phi is slightly so I reached out to Southern universe if they can we create a partnership that would be a win-win for both we can help you with your College of Education certified teacher numbers if you help us to train I reached out through email two days to be honest with you I have not gotten a direct response but that won't stop me or one of the things that I do plan on doing this going to be stubborn and meeting directly the second thing we're doing is oh I'm sorry before I going to that I did take a meeting with Ellis shoe last week I did explain to them are need to get teachers through the Phi and they did ask me to put together a proposal outlining my knees and they will respond accordingly if they can offer me any support the second way that we plan to give the city of Baker schools is we were reflecting on where we want we want to try to Leverage our school basic infrastructure right now to ensure certification what do I mean at all schools right now if you are classroom teacher you have between a 45 to 60 Minutes planet current if any of the schools in the city of Baker you are a meeting either once or twice per week to do professional development that helps you to be a more effective teacher like to leverage I teach if you've heard of that program it is a self-directed teacher certification program with that program all teachers need is a laptop and they're due everything on their own there's no class to attend there's no Somers to give up there's no hours away from your family as night itself so with these modules the way that they've outlined them it will take a uncertified teacher at minimum 12 months to become certified if we leverage the 45 to 60 Minutes planning. Our teachers have we can potentially pull encourage them compel them to use two days a week to work vacations during their work go back to the way we're looking to ensure that our teachers are certified another goal we have in Asia with my role as K5 report I'm only supporting that only but the school that I'm primarily responsible for supporting is rk5 school and in that support what we Dawn is every week I am going out to these schools and I'm doing professional development one-on-one with these classroom teachers on different genes will help them to be more effective once I present a strategy to them then that same week or the following week I go out to observe them I give them feedback and then I clarify any misunderstandings that they have another thing we're doing in K5 to ensure effective instruction but more importantly Student Success is we're looking at some opportunity dr. Schroeder and I will be attending a capturing kids Hearts Conference this conference have you ever heard of capturing kids hearts nationally recognized program that helps teacher establish a better relationship with students and if they get a better relationship with student harder on instruction I want to use capturing kids Hearts to help build relationships with our teachers and students we want to do some recognition programs for our students who are performing and grown we want to even look into an hour coming arts program through some grant opportunities and we're also looking to do some mentorship opportunities for our 6 I'm sorry fifth graders and are 6th Street in addition to that Leslie what we're doing in K5 to ensure Student Success hair with teacher Effectiveness on many of you been reading the news you know that the state of Louisiana is in a really bad place as it relates to me the ability for a child to eat on break level all working with the K5 principle to also try to establish a plan of action that address a reading success so I want to thank you guys for allowing me to just kind of tell my story my wife but also just to give you a snippet of some things that I'm doing on the HR side certification 100% staff on the teacher Effectiveness side weekly meetings that I am presenting Baker height and on Student Success side which is student motivation and our capturing kids hearts and our plan for literacy thank you for allowing me to come before you today and I look forward to working with you all to continue to ensure teacher Effectiveness which one achievement welcome dr. Johnson where your purse with DVR okay so I want to follow that up and talk about two of the goals that we kind of set for ourselves last spring you're very well aware of one because you had to change the salary schedule to do it and that was changing our salary schedule to hire a more competitive Workforce of more effective Workforce address vacancies that we same and then the second thing that we did was we overhaul our student handbook to try to address some disciplinary issues in the classroom because fighting and just one works were issues that our principles and our teachers were struggling with on a daily basis so what I have up here on the board and is looking at the first month of school all the way back to 2010 and what I did was I went in and I just calculated the total number of discipline for the district during the first month of school and the average over the last but they're 12 13 years has been 134 discipline referrals in The District in the first month of school this year we have 33 so that that's pretty Big Spring to begin fact on discipline we feel a lot of we feel strongly that you know that the strong stance on fighting the stance on cell phones not having cell phones in the classroom has really helped we focus our students on what's happening in the classroom versus what's happening on their cell phones I also just look specifically at fighting and was almost the first two months of school the district average for fight over the last going to 13 years has been 62 fight in the first two months of school this year we had 24 so we've got that number almost over over half so we hope to continue to affect those numbers will help to continue to see that the second thing that we wanted to take a look at was r certifications in vacancies in dr. Johnson kind of a dress that a little a little bit so you also have in your packet the last 3 years and I have that just because I've had that data set been here too in 2021 that was the year after covid 45 per cent of our teachers were uncertified and I'm sorry 45% of our teachers were certified and 55% uncertified last year starting school that number had dropped to 34% certified and 66% on certified this year we have we have flipped that number we're now at 55 certified and 45% uncertified and we believe by the end of October that that number will be closer to 65% correct 65% certified we have about six that are just right on the doorstep so navigation we also look at teacher vacancies for the last three years so two summers ago we had going into the year we had 15 teacher vacancies last summer we had 12 teacher vacancies and this we have two teacher vacancies so those were those were two of our big goals that we sat back in the spring though the staff the district office the principles we said these are the things that we have to affect the most will continue to report I'm else but we feel like we've made some huge gains in both of those two areas I have a question in rap instructional support staff the two people a teacher and a bus operator school just started in August what happened to these two are you talkin about the Personnel report what are some facts about Australia and support staff positions that's in the past and we don't talk about personal issues and I'll be happy to talk to you about that after the meeting okay thank you all for attending I will now entertain a motion for adjournment our next meeting will be November 7th 2023 at 6 p.m. May I get a motion for the German of this meeting a motion for adjournment not as fast acting it I have a motion from mrs. profits and a second Heartland mrs.
