okay here we go good evening meeting of the city of Baker School Board is called to order I would like to ask Miss profit if she would lead us in meditation and Miss Perkins salitos in Pledge of Allegiance dusa is that we need to do the Roll Call Krampus this is Perkins here Memphis Joseph Burgess here and Miss Butler we have a car and we will proceed with tonight's agenda amen thank you so much Miss Moulton for keeping us in order we have recognition while we would like to recognize the city of Baker Chamber of Commerce there anyone here I will get back to that but I just want to welcome everyone to the city of baker school board meeting tonight if there is a member of the public who would like to make a public comment regarding during a particular agenda item we ask that you request a comment card from Kyla and submit your comment with the agenda item noted on your comment card be mindful that we will allow only two but you can comment in order to give everyone an opportunity to make a comment is there anyone here from the baker chamber okay perhaps we can come back to that for the record she does you have two fathers ready okay getting it against school board members weather my name is Sydney Stephenson I am heading corporator of a nonprofit called first order it so youth program that we initiated in 2015 and I just wanted to inform you guys that were on our third annual speech sing be this which is a great opportunity to present this to you guys at this time because we have now gotten some Statewide recognition for our state our community selling by the senator Cleo Fields he started at a regional spelling bee which is really cool for the state $10,000 is the prize for the first place winner spelling bee is going to put a participation for 5th and 8th grade reading levels the third and the fourth grade can't compete in the fifth grade spelling bee and the sixth and seventh graders can compete also in the 8th grade Sookie can level up and compete in the spelling bee you know it's a fundamental brain sport for our children or trying to bring it back in full force and we'd like to see more of our Baker resident or a student in the spelling bee this year we've already begun process of giving them practices because some students have never had a spelling bee opportunity and so you know there's a protocol for it and then they get to come and learn that and then we have our actual bday on the 16th of March that we are already under way so you can go online and get the spelling bee words for the 5th and 8th grade homework bank and then we have a practice session this Saturday at the big library from 10 February 10th this Saturday thank you for your time I hope that you guys can bring out some of your children grandchildren nieces nephews or neighbors to the spelling you and we do want to say thank you to miss Burgess last year she participated or sponsored sell computers for a prize winners and we thank you again for that opportunity thank you ma'am I want to direct your attention to the beginning of the agenda where talks about the three characteristics of a buffalo facing a storm and the City of baker school system have had quite a few Farms storms to face we are buffaloes and the first thing about the Buffalo facing the storm is his confidence and his strength and his bulk he faces the storm because it shortens the length of a storm and the third thing is he can see the light at the end on the other side of the store so that's who we are I would like to go to approval of agenda are there any Scott from Falcon Wing clear with all can Winkler and these are how much are accountability Partners at work along with our financial department to make sure that we are in that we're fiduciary produces be responsible financially as a school system Matthew thank you very much good evening we have concluded the financial statement audit for the year ending June 30th 2023 and we submitted that report to the legislative auditor before the December 31st deadline and here tonight to go over some of the highlights of that report information of what and very very briefly go over the dollars-and-cents bearing that the financial data that I'm going to go over dollars and cents wisest as of June 30th 2023 so we're now about 67 months past that so funny covers more current revenues and expenditures are independent financial statements are independent Auditors report on internal controls compliance and our independent Auditors report on Federal it also includes the financial, that's the fourth key element of the financial report in packaging to distinguish those from our report because the financial data is what we consider the boards for budgetary approvals and Management's for the day in day out operate collecting money the bills paying payroll in those sorts of things our jobs as described in there as well as management or the board's responsibilities for the financial information responsibility is for the financial statements and accounting data it's for Designing and implementing internal controls preventing and detecting fraud and compliance with laws and regulations our job is to conduct our audit in accordance with generally accepted standards and to issue an opinion on whether the financial statements are fairly presented in accordance with generally accepted accounting principles and it dition we report to the board if there are any significant for non-compliance elements that we noted that are mature overall results of our audit as far as a financial opinion we should an unmodified opinion on the financial statements is considered what that means is uses of financials primarily your debt holders in your brand tours can rely on the accuracy of the information within this packet while they're making their decisions are able to do their evaluation and basically compare your information to all of the other school districts because how it's reported in how the dollars-and-cents workout is now true and accurate so what we say is receivables is receivables and we Define that as do all the other school districts in the bed is looking at it they're really able to scale it to apples for school district school do you think that we issued on your compliance with the federal rewards as you may be aware you got a significant amount of money from the federal government pass through the state of Louisiana for your various education programs food server Title One FEMA covid money after those sorts of things were required by federal law to come in an audit some of those broke we selected the programs we had to test we tested them and we noted no non-compliance it was material to the financial statements based on the rules and regulations from Washington d.c. government jobs as far as clients with financial laws the legislative auditor issues a compliance questionnaire every year that summarizes some key financial data that they want us to applied with we tested those elements when we noted no non-compliance it was material to the financial statements as we are doing our evaluation of operations we look at internal controls how things are working checks and balances and stuff like that see if we have any deficiencies that need to be brought to the attention of governance and we noted no issues that we considered significant or material to the internal controls at the school or financial reports that we issued in with the financial statement audit that we can done if we look at the second page of the presentation this is where we get into a little bit of the dollars-and-cents this is very high-level very quick overview of it as of June 30th 2023 revenue for all of your phones all of your sources that includes the general fund plus all of your Grant funds was about twenty nine point six million dollars obviously up significantly as you can see from prior years and you spent about 29.1 million dollars in the current majority of that increases Grant related which is why you see those two numbers trending very well when you get your grant money is typically what we consider reimbursement basis so as you expended the government approves it you get the money back so the Revan expenses typically wash themselves out when it comes to Brant if you look on page 3 these are some of your non Grant sources does the key elements for financial comparison for urinal height total sales tax about 5.1 billion dollars total property taxes was about 2.4 million dollars and your total appropriation from the state for your mfp funding was about 7.3 million dollars for the current if we look the last page 84 this is just your general fund so just kind of cars out most of your grant funding this just looks at a pie graph of where you're getting your dollars from as a component of the whole your MSU finding the seven million dollars makes up the majority of your sources of red sales tax in a valorem are obviously your other key sources of rent this traffic is not substantially different from the other school districts that we all had it and that most will do shirts right now or getting a big chunk of their money from what's sales tax on property as far as where you spent your money in your general fund primarily regular education other instructional in the supporting services that's the operate the day-to-day classrooms the students that the food service program Transportation program those are your key elements of your financial status or surety of what you're taking in is being spent back in the school level systems as far as regular program special programs and the like supporting I'm over all that sass for the financial data that we have as of June 30th from the summary of our report there's any questions I can answer them at this time are there any questions from the public as relates to the city of Bakers Financial audit are there any questions from are there any questions from board members you say you are you audit certain categories and I understand that so where do you who artist although category at the entire financial report we spend more time on certain areas and less time on other areas primarily when it comes to the federal of warped wheel got your big Federal Awards and Washington DC has specific guidelines on how we determine what to look at on each given year year-over-year were required to pick which is usually dollar amount roughly two to three programs that y'all have and do a deep deep dive into those we pick tons of payroll transactions tons of accounts payable transactions for those programs and examined those specific items on a random basis following a lot of the guidelines the other programs we do some higher-level what we call analytics basically reviewing budget to actual picking a smaller sample or scope of that data instead of doing that. So we look at the whole picture we just spoke a lot of time on some of your what we would consider higher-risk Federal programs based on guidance from Washington very good thank you how long have you been doing the audit for city of Baker five maybe six years this has been the cleanest on it that you've conducted how to clean all that similar to this last couple years probably in the 19 or 20 year I don't remember exactly when there were some Financial hiccups that card on merrily in the Grand Arena and those had made slow progress over time to wear this year we were actually able to not only issues a clean reports this was the first one we issued prior to the December 31st deadline in about 3 or 4 on time when will it go out has it gone to the legislative Auditor's the legislative auditor received a copy of this right before December 31st we submitted it between Christmas and New Year's they do their due diligence and then they post it on their website I don't know when they pull up to their office not up there within the last week I would expect it to be up there sometime during the month of February they're usually not more than about 2 months lag time with the December delivery of course they are standing good any other board member comments I just want to say thank you to mrs. I think engine of the contract so why we do that's my question why are we doing it so early I guess we're just not waiting till the last minute but that's not last minute they think that the contract says that if you if you want to do it even early 30 days so this is this is February March April May I'm just asking a question so my question is why are we doing it so so we have to have a contract with an educational diagnostician we don't have a choice about that so we can prove it now. wait until maybe you'd prefer to wait until May it was just a question how long have you been with us now how long have you been with city of Baker to use I think we're splitting hairs on this so unless there are no more comments on the board I'm going to request the motion okay this young lady I know been trying to come on permanent with us yeah that's late is I've been trying to get permanent with Baker School Savannah Christian I would like to ask for a motion to approve the contract with DSS maggot emotion emotion a consideration contract with BFF second and I know it let me make a remark please I understand speaking up this early but I spoke with this a couple times first of the year in the last year's well she's been trying to get permanent on the road with a baker school board and form honest and who I'm in a few people I've talked to she has been doing the exit job I'm a proven it for tonight why not wait and then we are I'm not against it I think it's a wonderful job but I was reading this stuff paperwork and it said that you have to have it 30 days before the contract in to approve it. we will now vote mrs. consideration and approve obtain Jordan number 7 for Baker High School construction project Mister Bryan good evening super Schroeder Adam president board members and the audience today my name is Brian but I'm with csrs we are the program management Dean has been secured to oversee the construction of the Baker High School do I do a deep dive into everything that's transpired and bring this thing through a conclusion in a timely manner what's up with the generation tonight this change order number seven proposed change order number 7 what I like introduce to you as a different terminology a change order directive change directive is a mechanism that we utilize when we don't agree with the price but we agree with scope of work scope of work is nest complete the project but we're not satisfied with the calls that's been proposed so we issue or a recommended swing with all the change order direction again is just a mechanism that we can utilize to get our contractor engaged in doing the work that needs to be done to get the school completed and I like to go through each one of the points real quick that's on the change order request there is a request for change for building exterior is the band room under the existing original contract there is work but there was no work indicated on the exterior of the building building has the plywood over the windows right now got to find the makeshift prevent leakage in water from getting into the building sure certain that the scope of work needs to be completed to make sure that watertight waterproof I'm not satisfied with the cost as it stands right now there's still some more of that was that anything that was a value engineering no sir I have extensive conversation with the contractor and the architect over the last week we can have two weeks to go over the value engineering to find out what what was the animals out conversation revolved around in the early stages of a of the design and the inspection of the building they did not notice any leaks I don't know if that's possible or or not but again what what I'm trying to do here if knowledge that the work needs to be done to the building needs to be tight needs to be sealed in complete that gives me an opportunity to dig deeper into something dig deeper into the cost has been proposed by The Contractor Building sealed water tanks with a inside doesn't get impacted by that the second I'll go through these real quick then we'll come back if you have any questions as part of this change orders regarding lighting controls the lighting controls in this change order are indicative of the the kitchen dining and captive the storage room brought to my attention that there are no controls to control the lighting especially on that's it that's what designer of admission or a narrow brings me to another point along with a change order directive the other thing that gives us a little upper hand in this in this case is there a thing called errors and omissions when the architect has miss something or made an error there are I'll call them for penalties assign as you go through and identify these items and believe me I'm going through all the change orders. approved so far now and going back and look at each one of those in detail to find out where I think there was an error in our mission or Mission if there was an engineering piece that was left out it was an architectural piece that wasn't included those are errors and omissions I do want to be clear that an emissions doesn't mean that the work is free it just means that any feed that would be a what you did with that going to the the design team is is not awarded so we basically penalizing for Arizona Mission so there are some instances that I've noted that this is the case then I will be dealing with that a little bit more deeper as I go forward another component of this change orders as power needed to electric electric hand dryers apparently the electric hand dryers were in the project but there wasn't any electrical connection for him that is an error that's animation this is work that that that needs to be done and the engineering drawings did not indicate an electrical circuit for him in addition to that after conversations back and forth I brought up the the question whether or not we wanted electrical hand dryers are not do we want Manuel C fold towels the manuals Depot towels with me in the discus would go away if that's something that the the high school or the system would love would look at to consider Manuel C fold towels and I'll just give you an opinion that my experience over the last 8 years with the educational we started off with electrical hand dryers and ended up with seafood towels because we have a lot of maintenance issues with the with the power to the hand dryers they break so I could always be on staff to to take care of them so there's that consideration and we can hold off on that piece until we can make a farmer decision on that so I just want to offer my opinion on that and maybe get some feedback about it whether not we we go with electrical and in my opinion the electrical should have been included so that's an arrow actually that's one Mission there's two different degrees here there's an error and Omission. If it's an error it's a 10% of your go back episode on mission is 100% so if you don't have it in there and just doesn't have it in there that's an ovation Ryan would they need to what they need to remove this item from the change order until we decide if exactly what I want to have them remove this until we make a decision yes sir and I will recommend them to take that off of it the last item on this change order is the remove and replace ceilings at the entry at the gymnasium Arium so then I got a little bit deep in the woods on this one a plaster ceiling that collapsed sometime during construction the new roof was put on I don't think it was actually an investigation of the in-between the find out what was going on so that in-between have been compromised over years of rain water getting inside and basically rod and everything on the inside the structure base if you failed the plaster fell off and this cost at 3 to put the I think we're going to go with drywall on the inside of the building and flapper on the outside the work needs to be done right it's got to be done so this directive will get them to move in that direction and get it done the cost I think it's high I think there's some things here that we like. that's what them a little bit more in-depth we did get it to come down from the original proposal little bit by going with sheetrock or drywall on the interior of the building and we're talkin about on the ceiling and on the outside plaster because obviously you need a little bit weatherproofing material out there so what all these items again to change order directive is going to offer us the best solution to get the work done on the work that we want to get approved but it also gives us an opportunity to how to call and actually determine these errors and omissions so does the motion need to read consideration and approval of change order directive for change order 7 with the removal of the hand dryers I think that's exactly I guess our I'm not having that Burbage. We are going to vote Perkins yes this is Joseph Burgess yes missus profit and Miss Butler very good motion carries okay the next agenda item make sure I don't miss out on anything here I have two separate agendas here play the next agenda item is the first of all I want to ask are there is there anyone from the chamber has come in okay an item superintendent you have the Personnel report in your packet so if there's any questions on it you can talk to me about it after the board meeting do we want Brian come again to given up another update okay yes sir good evening again constructions progressing at a good Pace out there I had an extensive site visit last Tuesday walk the site with the contract that the architect superintendent some other folks out there at the job site there's a lot of activity going on Ruffin's continue for plumbing we passed inspection rough-in for plumbing and electrical and hbac we basically continuing to Framing and there's some finish work going on out there there is a a little bit of a issue that we are dealing with our Transformer was supposed to be here in March it's it's been pushed back to me but today we we make contact with our energy trying to get us a smaller Transformer that we can utilize as a temporary Transformer until the permanent Transformer comes in so I'm hoping that we get some sort of answer and confirmation on that soon but I've got multiple entities working on it to try to get that in place so we can continue the Frog just being made I have solicited a design team and interior design team to help with the ebony finishes to get that I'm meeting scheduled the design team is already put together sort of a standard package for kind of look at with the with disabilities package that she put together so they're kind of utilizing at the kind of cross and make sure that we don't have any any boys are holes in the in the package so we have that that ff&e package rolling and this is something that csrs feels like as in Architects contract that there's a disagreement on correct furnishings and equipment that means they usually hire a a consultant but interior design cuts off that they did not so I hard one and I put it on their contract for them to pay for it so good they're going to pay well pay for that and we're going to lead the charge as far as getting a penny package designed order it for Pure it and have it delivered and installed to the site and that saved us money as a board as a system that saves US money and everything so it's always the bed and then little bit in the pond all good products so we will have a nice little challenge at the end there when we are all trying to get together wooden furniture in the building and close it up but it's not something I haven't been accustomed to expressions any questions I have a question in reference to the is the welding in Woodshop what's the status of that Greg's going to visit a little bit deeper I've gotten into a good bit of the project are still some things that I need to kind of get some light on but that's actually one of them that we were talking about it so I don't think I could speak to well on it at this point but I will be in can actually speak on that. So I have a mentor this working with dr. Russell been working with dr. Russell this year one of the things are focusing on as a welding shop so they're working with some external companies to actually come in and kind of redesign fix up install new equipment on the inside of the welding shop and we're also working with some local organizations on cleaning that up so poor as it was not originally involved and scope of work work it's something we're focusing on separately from the from the construction project very good write any of the comments members all right thank you so much Bryan I just want to say thank you to csrs and thank you to the board for approving them coming on to help us as liaison between the construction site in the city of Baker school system so we appreciate them on our behalf alright the next meeting of the city of baker school board will be March 4th Tuesday do March 5th March 5th 6 p.m. and I see here where the April meeting but perhaps we can talk about that the March meeting alrighty now there's a part of the agenda that I think it's a good idea and this is where board members get a chance to say whatever they want to say or if there's something that they wanted the agenda to look like this would be their opportunity to talk about those things so I had a couple of things sent to me from mrs. Joseph we're going to start with her first if she represents District 5 miss the Joseph yes ma'am District it singled out District 5 I did send to item one was the status of the change orders with update including invoices because I'd like to know exactly what and where money is going so I can intelligently speak to my constituent I asked for a breakdown of the completed work by the contractor that's what I need and I know status on the board comment but the items I've been here since we have constituents that like to have information not necessarily me all the time I would like my items to be on the action item please I did ask for invoices and when we are spending other people money we need I need to be able to tell them again intelligent where's going and I see number two Baker School District policies and procedures I included that because some of the policies and procedures were changed I had no idea about this and I know I heard one of the board members Prophet play last time they did was on the internet and I have looked I know it's on the website but I didn't know it was on the internet and I'd like to know where that is because I didn't see it and I look for it but anyway anytime they are changes in policies and procedures that's done by the board and the superintendent's job is to carry these out so I can speak so policy and procedure that the board has voted on has actually come to the board in preview proceeding board meetings as information items I'm all the board minutes are available on the school website is adios of the board so you're more than welcome to look back at them but the board the board is not voted on any policy or procedure that does not come before the board multiple times what I'm talking about is the information that was a directive and we can go back and we can talk about it about like visiting the school that was not something that was discussed with us but not when I was actually I was actually on three boards agendas without allowing the boys so that was on three board meeting agendas it's specifically on their information item so the board can actually discuss it if they want to discuss it but that's the reason is under information information items can be discussed I wouldn't I would suggest that you whenever you actually get the board packet that you look over the board I can see what's in it I got something just before I came here you're going to have talked to the construction team about that man this is Joseph I guess I have a question as it relates to visitation there is a policy they are lost as related to board members or anybody going on campuses without notification so what is your proposal for going to schools without principles being notified I don't want to take this make a long conversation about this but let me finish finish my question is what would you propose or how would you want it to be done and it's already there already lost policies that govern How We Do It how do I propose to do it just like everybody else there is no District in the state of Louisiana anywhere else that I know of that board members go to a school and before they go they have to get called pretending and see me I go and then he approved it because it's in writing that's what what is wanted done here and then once he approves it then you called 24 hours before you go to a bar stool have never gone to any school not just in Vapor anywhere without going to the office which is what I'm supposed to do legal it and if we are said that in here he said I was a courtesy you would do it I wasn't even really talk since you brought it up yeah go to the school go to the office I've gone to the office each and every time I visited our school missile stroller sit in order to let them know you have a question and you want to press with be able to answer I have never asked a principal yet anything when I went to a school other than how are you doing if I saw him it's not about that let me say this to you I know for a fact and I already checked is legally there is no way School Board member needs to call ahead of time and see I'm coming Mister Drake was here Mister Drake was on my campus many times and never called when I looked up and saw him he was late and I welcomed when we stopped parents when we community and board members or whomever from being able to visit a school that's different mental to our system and I'm never going to put anybody In Harm's Way never disturb the school or Claire when I went to a school and for that reason I just don't see why I have to call 24 hours to say I'm coming for what I don't want to see a dog and pony show I want to see exactly what it's going I want Baker to succeed and in order for me to give a truth when I I don't believe how many times to go buy school it just won't happen I'm passing and I stop I don't deserve any classes don't disturb the I just do a walk-through and I'm gone if a notification queer said that he actually the policy that we adopted pulled from a neighboring District he said is not unlawful for us to attend assume that's what he said and he knows it's not enough any board member parent anyone from visiting school that's not what this policy is designed to do everyone in this room knows and understand that there is a problem with violence on full brown people causing issues that is what this policy is designed to prevent so I don't want anybody sitting up here and you had to go out there to think that the board is trying to keep you from going to school that is not what this do
